IS-318.a 2023 Edition, Mitigation Planning for Local and Tribal Communities (also referred to as Hazard Mitigation Planning), is a course offered by the Federal Emergency Management Agency (FEMA). The goals of this course are to:
- Assist participants in undertaking the hazard mitigation plan development process. This plan will meet the needs of your community and fulfill the requirements for local plans, as described in 44 Code of Federal Regulations (CFR) §201.6, or for Tribal plans, as described in 44 CFR §201.7.
- Help federal and state plan reviewers interpret the regulations to inform the review of local or Tribal hazard mitigation plans.
Course Objectives:
Plan Writers
This course is for plan writers and reviewers.
Upon completion of this course, plan writers should be able to:
- Identify and understand the requirements of The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) (Public Law 93-288), as well as the mitigation planning regulations found at 44 Code of Federal Regulations (CFR) Part 201
- Use FEMA’s local or tribal multi-hazard mitigation planning guidance, in combination with other materials, to develop a hazard mitigation plan
- Identify and assemble technical experts and stakeholders to participate in and document the mitigation planning process
- Identify and profile hazards and estimate potential losses
- Develop a mitigation strategy that evaluates and prioritizes mitigation actions and includes an implementation strategy
- Initiate the plan review process and understand terminology
Plan Reviewers
Upon completion of this course, plan reviewers should be able to:
- Provide consistent interpretation of regulations
- Provide recommendations to meet the plan requirements
- Provide guidance on integrating other plans with the mitigation plan, including analyzing development trends with mitigation principles in mind
- Provide guidance on updating an existing mitigation plan
- Provide guidance in developing a local or Tribal mitigation plan
